Fundraising Development Officer

To develop Fundraising in non-saturated markets
Location: Tashkent

SOS Children’s Villages of Uzbekistan is an affiliated member Association of an international non-governmental organisation (www.sos-childrensvillages.org). The main mission is to support children left without parental care or at risk of losing parental care through advocating for child rights and implementing relevant programs and projects. The Association works in Tashkent, Samarkand and Khorezm regions (www.sos-kd.uz ).

Main role and mission

The main aim of the Fundraising Development Officer is to pursue opportunities in Uzbekistan to cover the Associations’ running costs and investments in order to get the financial self-sufficiency of the Association by local fundraising activities.

Tasks and Responsibilities

She/he is innovative and creative in raising funds according to the business plan and targets, based on SOS CV best practices, competitor’s activities, research, tests and continuous evaluation of fundraising opportunities, methods and results.
The aim is to have a strategic mix of fundraising activities that start with Leadership Giving, Corporate Fundraising and are followed-up by preparing the Member Association for establishing Individual Giving.
She / he develops, implements and updates the national Corporate Fundraising Strategy.
She / he establishes cooperation with companies, major donors and private foundations to gain fundraising income and maintains long-term partnerships with corporate donors.
She / he leads the project for starting Individual Giving in the role of project manager; a close cooperation with the National Director, Finance Manager, Chief Accountant, ICT and third parties (e.g. web development agency, direct sales agency, payment providers & banks) is required.
To continuously evaluate and refine individual giving fundraising programs, ensuring they remain relevant, effective, and aligned with the organization's strategic objectives.
To fundraise from big corporate multinational / local enterprises and/or foundations by partnership negotiations or by submitting grant applications - acting also as a role model in Corporate Fundraising for CFR team colleagues.
The Fundraising Development Officer is responsible for fulfilling the business plan and for reaching the set and agreed targets.
She/he plans, monitors, analyses and evaluates each fundraising activity according to the planning and reporting procedure and against defined and agreed KPIs/ Controlling Figures. This activity requires a close cooperation with the National Director and Finance Manager.
She/he has to adhere to all official manuals, guidelines, minutes of Fund Development & Communication Workshops and standards issued by SOS Children’s Villages or the Fund Development & Communications Department as well as to the legal requirements in the country.

Requirements

A proven track record of at least 3-5 years in market development, fundraising, marketing or sales - depending on the educational background
Expertise in Direct Marketing channels and/or Key Account Management
Expertise and experience in project management
University degree in business administration, marketing or fundraising
Can identify with the vision, mission and values of SOS Children’s Villages
Fundraising approach - optimistic person; creative and result oriented; attitude of never-give-up and try-again; passion for market development.
Good command of English, Russian and Uzbek;

Programme Development Advisor (Advocacy)

Location: Tashkent

The Association works in Tashkent, Samarkand and Khorezm regions (www.sos-kd.uz ).

Mission of the position:

Under the leadership of the Head of Programme Development Department (HPDD), the Programme Development Advisor (Advocacy) drives programme development in the field of Advocacy in line with the “Vision, Mission, Values”, the Brand and approved strategies, policies and plans of the organisation and national legislation. As a member of the national programme development department, she/he contributes to setting and reaching the strategic objectives and targets of the MA in the area of Advocacy (families of origin/SOS families/advocacy) and monitors and evaluates progress towards achieving set targets. She/he provides technical expertise and content-wise leads SOS Children’s Village Programme unit managers/leaders in a location in planning, implementing and monitoring of programme interventions in the area of Advocacy. The Programme Development Advisor (Advocacy) is responsible for introducing and monitoring the implementation of quality standards in the area of Advocacy.

Main functional responsibilities:

Supports HPDD, CVPD and Programme units’ managers in the location in building strong links and cooperation with national government and local authorities, as well as other stakeholders to enhance programme development.
Joins relevant networks, platforms, campaigns, working groups and advocates on behalf of the organisation for the promotion and protection of children’s rights, especially on issues linked to children at risk of losing the care of their families or children without parental care.
Participates in relevant national/international conferences.
Under the leadership of the HPDD, contributes to annual and strategic planning and monitoring of progress towards targets.
Under the leadership of HPDD and in cooperation with other Programme Advisors, actively contributes to putting the SOS Children’s Villages Programme Policy and related policies into practice taking into consideration national legislation and context.
Supports HPDD in carrying out CRSAs and feasibility studies and participates in the development of concept notes and programme proposals for approval by GSC.
Develops detailed psycho-pedagogical concepts for new types of interventions in the country jointly with programme staff in the locations for approval by Regional PD Unit.
Provides technical expertise to the HPDD and CVPD when setting up new programme units and interventions in a location.
Supports HPDD, CVPD, Programme unit managers in locations in applying for public funds.
Provides content wise guidance to programme unit managers in the locations in planning, budgeting, and reporting of programme interventions.
Leads specific programme development projects as assigned by the HPDD.
Regularly reports on developments in the specific programme area to the HPDD and the responsible regional PD Unit.

Requirements:

Preferred studies: advanced studies in social sciences such as political sciences, development studies, international relations – also to be considered: background in child welfare, pedagogy, psychology or other relevant qualification and previous experiences.
Minimum of 2-3 years working experience in the social development, child or human rights NGO sector, the UN, the EU, or other relevant experiences.
Previous experience in designing and carrying out advocacy work (advocacy planning, campaigning), preferably in the field of children’s rights.
Commitment and ability to anchor advocacy in the culture, structures and systems of a programme-based organisation.
Good knowledge on child welfare and protection issues (ideally experience in De-institutionalisation processes), Child Rights and the UN monitoring system of the Convention on the Rights of the Child. Well acquainted with the corresponding framework, policies and key-stakeholders (actors) in the system, i.e. used to working in a “Rights based approach”.
Knowledge on issues related to the United Nations, the European Union system, the Council of Europe, the OSCE and on the functioning of the “civil society” in the country/region, or willingness to learn about these issues.
Effective communication and networking skills

Mission of the position:

Under the leadership of the Head of Programme Development Department (HPDD), the National Alternative care Advisor drives programme development in the field of Alternative care in line with the “Vision, Mission, Values”, the Brand and approved strategies, policies and plans of the organisation and national legislation.

Main functional responsibilities:

Contribute to annual and strategic planning and monitoring of progress towards targets.
Under the leadership of HPDD and in cooperation with other Programme Advisors, actively contributes to putting the SOS Children’s Villages Programme Policy and related policies into practice taking into consideration national legislation and context.

Сhild Safeguarding Advisor

Location: Tashkent

Mission of the position:
Under the leadership of the Head of Programme Development Department, the national Child Safeguarding (CS) Advisor is coordinating and supporting the implementation of the Child Protection Policy and related child safeguarding policy support documents in the member association and all its programmes in order to mitigate existing child safeguarding risks for children and young people who are directly and indirectly cared for and supported through SOS Children’s Villages Programmes.

Main functional responsibilities:

Acts as an advisor on the CS implementation;
Coordinates the implementation of the Child Protection Policy and related child safeguarding policy support documents in the member association;
Ensures that the minimum requirements of the policy support document on child safeguarding reporting and responding procedures in member associations and the policy support document on child safeguarding investigations are met by the member association and all its programmes, provide support to programme child safeguarding teams.
Coordinates the development of national CS actions during the annual planning process.
Conducts child safeguarding audit in all programmes of the member association.
Prepares annual child safeguarding report and submits the report for approval to the National Director.
Ensures the establishment of a strong and reliable CS reporting and responding procedure in the member association.
Maintains the national Child Safeguarding Incident Register.
Follows up on reported CS concerns and incidents together with the programme CS team.
Collects lessons learnt as well as identified challenges to ensure that relevant preventive, awareness-raising and capacity-building measures are planned and further implemented.
Ensures that relevant child safeguarding documents and tools are available to child safeguarding team members at the national and programme levels.

Requirements:

University degree education in social sciences or related field;
Minimum 5 years experience in the social welfare field, preferably in the sector of child and youth welfare;
Good knowledge of international standards, legal issues and current directions of national development in the field of child’s rights approach, and social welfare systems;

Under the direct supervision of the Country Director, the role of the Assistant is to provide support in organizing General Assembly, Board and Management meetings and daily work of Country Director. Also, Assistant coordinates the sponsorship work in Association.

Tasks and Responsibilities

Supports the organization of General Assembly, Board and Management meetings
Takes minutes and notes of meetings
Plans and organizes the daily work of the Country Director
Develops and submits annual reports to regional office and Ministry of Justice
Coordinates the sponsorship work

Human Resources Administrator

Main role and mission

The Human Resources Administrator supports the Human Recourses Manager in administrating and organising the personnel administration according to the Human Resources Manual and the national legislation. The Human Resources Administrative Function is responsible for keeping all personnel documents updated and is organising the personnel administration of the Member Association.

Tasks and Responsibilities

Participation in all processes of the HR-cycle of the organization;
Responsible for the development, coordination, control and evaluation of HR work within the Member Association;
Ensures the implementation, review, adaptation, follow-up and further development of all standards, guidelines, systems and processes related to HR areas based on the HR cycle;
Ensures that all HR standards, process related to child care professionals are implemented;
Participation in the Job Family development, ensures the implementation of compensation and benefits system and yearly review;
Responsible for personnel administration and correctness of all employee documentation.
